Step 1.
Go to your paypal account. Click to Add Credit Card. (or from Profile > Add or Edit Credit Card)
 
Step 2.
Fill the "Credit Card" form as shown in the image with the VCC info you got in your Email.

Step 3.
Keep Your own billing address (useful to upload your own utility bills at later stage). The VCC will work fine with any billing address. Then click "Add card"
 
Step 4.
Link and Confirm Card will appear. Press Continue

Step 5.
Now you will be in your account. U could find a "To Do List" there. Now create a support ticket with your card number. Your expuse number (4 digit code) will be sent to your email within 24 hours.

Step 6:
After receiving the expuse no click on "To DO List" in your paypal .. You will find a window like in image below. Fill that four digit. Click "Submit"

Step 7.
DONE. You are Verified Now. U will go back to ur account overview and this window will appear. The ammount billed from ur vcc will be returned to ur paypal account after u using this apypal account to pay some thing. SO u will get $1.95 USD/ 1.50 Euro as bonus.

First you must add the vcc to paypal.

and resell them using paypal payments.

Can't You issue a Reloadable virtual credit card aside from the phisical one?!!!
